So I tried messing around with my keyboard setup, and apparently there's no way to set an action to Shift + 1, for example. Why not?

ive tryed macroing the keys with some success, but it requires a 3rd party program after numerous attempts to get it work more effectively ive given up and un-installed the software. I dont remeber the name im at work right now!

Binding things to shift + (key) would be awesome. I'd really like to put skills 5-8 on shift + (1-4) where I can actually get at them without mousing.

I'm for it. There should be keyboard combos that you can set without using outside programs.

For 3 reasons:
-outside programs cause lag and less performance due to memory usage
-less likely to get viruses and such if people use ingame hotkeys
-it would be more convenient to have it ingame
